e-STARS Program

Constitution
Article I: Organization
The name of this organization shall be e-STARS. Formed in the fall of 2004, the e-STARS shall be a service and leadership organization to benefit both the College of Education, its faculty and its students.
Article II: Purposes
The purpose of e-STARS includes but is not limited to the following:
- To help recruit outstanding students to Texas Tech and the College of Education,
- To help recruit students at Texas Tech who are undecided about their majors or who are interested in changing their majors to Education,
- To serve as goodwill ambassadors to the College of Education, to other colleges and programs, and to the community at large,
- To serve as the spirit organization for the College of Education,
- To assist the Office of Operations, Outreach and Public Relations in its programs, projects, and events,
- To provide scholarships of $1000.00 per semester to qualified students interested in promoting the College of Education through activities, such as those listed above.
Article III: Membership
Members shall be appointed in accordance with the by-laws.
Article IV: Officers and Elections
The Executive Committee shall consist of President, Vice-President, and Secretary. Ad Hoc. Chairs and committees will be elected when deemed necessary. If the President is unable to fulfill the duties of the office, the Vice-president shall assume the President’s duties. In the event of a vacancy of an office, members shall elect a replacement.
Article V: Meetings and Attendance
Meetings may be held once a month with the co-advisors during fall and spring semesters. Meeting times shall be set at the convenience of three-fourths of the membership. Each member of e-STARS is required to attend all scheduled meetings. If unable to attend for any reason, it is the member’s responsibility to contact an advisor with a reason for the absence.
If an e-STAR acquires two unexcused absences, the Executive Committee, along with the advisors, will decide the status of that individual in the organization. Discretionary action may be taken by the Executive Committee to resolve the decision.
Article VI: Time Commitment for Service
On the average, up to 3 hours per week can be expected. Travel and extended time efforts may also be requested.
Article VI: Affiliations
e-STARS are affiliated with the College of Education, the Dean, and the Office of Operations, Outreach and Public Relations.
Article VII: Functions
Proposed activities include but are not limited to the activities of the Office of Operations, Outreach and Public Relations.
Service Reports must be filed on each activity on which the eSTAR participates.
Service Reports must be filed online within one week of completion of the service activity.
Article VIII: Advisors
The advisor of the e-STARS shall be the Unit Coordinator of Operations, Outreach and Public Relations.
Article IX: Parliamentary Authority
The rules of Roberts Rules of Order shall govern the organization in all applicable cases in which they are consistent with the by-laws.
Article X: Amendments
At any meeting of the organization, this constitution may be amended by a two-thirds vote of the whole provided the amendment was submitted in writing at the previous meeting.
