By-Laws
Membership
Membership invitations will be extended by the co-advisors to students who meet the following requirements after each full semester:
- Candidates must have completed at least 12 semester hours at Texas Tech University
- Must have an unadjusted cumulative grade point average at Texas Tech of 3.00 or above
- Must be in a degree plan or have applied for a degree plan leading to certification
- Shall not be restricted from membership on the basis or race, creed, color, gender, or national origin
- Must have one letter of recommendation from a College of Education faculty member.
- Membership length shall be one full semester contingent upon the following:
- Good standing in the College of Education
- Active participation in the organization’s meetings, functions, and events
- Summer participation is encouraged but not required.
- If a member wishes to resign from the organization, a written resignation must be sent to one of the co-advisors.
- Each member may request to continue membership at the end of each full semester.
- Continued membership will be at the discretion of the advisors.
Officers and Elections
The officers shall include President, Vice-President, Treasurer, and Secretary:
President
The President will call and preside over all meetings. The President will serve as the spokesperson for the organization.
Vice-President
The Vice-President will call and preside over meetings in the absence of the President. The Vice-President is in charge of organizing and informing all members of upcoming service duties.
Treasurer
The Treasurer will be responsible for all financial reports during the regularly scheduled meetings.
e-STARS will seek Student Association funding when applicable. The Treasurer will be responsible for attending all necessary SA funding meetings and completing the funding request packet.
The Treasurer may make no purchases without a two-thirds vote of the membership or by written permission of the co-advisors.
No other officer or member may make purchases for the organization.
Secretary
The Secretary will record and distribute all pertinent information to members, including meeting minutes and service records.
If the Secretary is absent from a meeting, a volunteer will take the minutes.
All meeting minutes and service records shall be filed by the Secretary in the Office of Operations, Outreach and Public Relations.
Elections
Elections shall be held during the last meeting of each semester with the exception of the inaugural semester. Nominations will be accepted and a secret-ballot election will be held.
The officers shall be elected by grade point average and credit during the inaugural semester and rank order shall be followed until which time the positions are filled.
Officers shall serve for a full semester and may serve for all semesters of membership.
Functions
Regular functions include, but are not limited to, the following:
Activities related to recruitment
Activities related to student support
Activities related to Public Relations, both internal and external to the College of Education
Activities of a promotional nature
