Strategic Plan for the Office of Grant Development: College of Education

Mission

In keeping with the goal of Texas Tech University to be “a research intensive institution where faculty discovery enhances learning and prepares students to compete in a knowledge-based society,” the Office of Grant Development in the College of Education will assist the faculty and staff of the College of Education in developing effective grant-seeking skills and will assist them in all phases of grant proposal preparation.

Vision

The Office of Grant Development will strive to enable the faculty and staff of the College of Education to increase the number and types of external grants funded and to be viewed as an exemplary service-oriented office by the faculty and staff of the College of Education.

Rationale

The Office of Grant Development in the College of Education was established because the University, as a research university, must increase its funded research in order to be truly competitive among other research universities in the nation as it seeks to prepare its students for the 21st Century. In turn, the College of Education is stipulating that tenure and promotion are more dependant on faculty producing external funds than they have been in the past so that the College can help the University meet this goal. Without the support of the Office of Grant Development, this would be much more difficult for faculty than it will be presently.

Three-Year Plan

2002-2003: The first year is designed to build a strong, lasting foundation for the Office of Grant Development, which will enable the Office to assist with and ease the grant application process for both faculty and staff; to develop a network of collaborators both on and off campus; and to begin producing applications for funding, working toward the 5% yearly increase in external funding stipulated by the strategic plan of the departments.

2003-2004: The second year the Office of Grant Development will continue the work of year one, with emphases on refining procedures, improving and developing new ways to aid faculty; increasing and continuing development of networking partners; and in increasing the number of applications submitted, as well as increasing the amount of external funding at least 5% over year one.

2004-2005: The third year will consist of continued refinement and development, with the level of applications and external funding up at least 5% over year two. In addition, the Office will seek continued external funding for its operations.


Goals and Objectives to Facilitate the Three-Year Plan

Goal 1: Interview faculty and staff to determine research needs and interests

Objective 1.1. Develop a survey document for faculty so they can record both their needs and interests concerning grant application

Objective 1.2. Interview all faculty to determine their present level of funding, beginning with those who have been most active in receiving funding

Objective 1.3. Determine what experienced researchers would like from the Office of Grant Development

Objective 1.4. Determine the research interests of the faculty and staff

Objective 1.5. Determine the research-related needs of the non-funded faculty

Objective 1.6. Collect grant-related documentation on each faculty member, indicating research interests, etc.

Objective 1.7. Collect information from faculty and staff concerning workshop topics


Goal 2: Develop and implement a research-mentoring program

Objective 1.1. Research Mentors will be enlisted from faculty with grant-proposal writing and funding experience

Objective 1.2. Research Mentors will work with non-funded faculty to help them develop ideas, etc. for proposals

Objective 1.3. Research Mentors will facilitate at one workshop each year for the College of Education

Objective 1.4. Research Mentors will serve as an advisory group for the Director of Grant Development

Goal 3: Research and provide funding opportunity notification for faculty and staff

Objective 1.1. Search out funding opportunities related to faculty interests

Objective 1.2. Subscribe to various journals, etc. that post funding opportunities

Objective 1.3. Join the National Council of University Research Administrators

Objective 1.4. Monitor web funding sites weekly

Objective 1.5. Attend various conferences, etc., where funding will be the topic

Objective 1.8. Develop and publish a web page, containing funding sources among other things, to be updated weekly

Goal 4: Develop a network of collaborators

Objective 1.1. Work with various groups, such as the public schools, private foundations, etc., to develop collaborations for funded research

Objective 1.2. Work with other colleges on campus to develop collaborative projects for funded research

Objective 1.3. Help facilitate the collaboration process for both on and off-campus groups

Goal 5: Facilitate workshops, seminars and discussions concerning grant development for both faculty and staff

Objective 1.1. Develop topics for seminars based on faculty interviews and faculty and staff requests

Objective 1.2. Develop a cadre of experienced researchers to present at workshops

Objective 1.3. Develop a series of workshops for developing various pieces of actual proposals.

Objective 1.4. Work with staff to better prepare them about grant writing and how they might assist faculty preparing a proposal

Goal 6: Develop information venues in which to showcase sponsored research of COE

Objective 1.1. Develop a web site where faculty can get information about all aspects of sponsored research, such as internal procedures, University policies and procedures, tips for writing proposals, etc.

Objective 1.2. Publish a quarterly newsletter showcasing College of Education funding

Objective 1.3. Produce reports for year-end assessment

Goal 7: Assist faculty and staff in all aspects of preparing grant applications for funded research

Objective 1.1. Provide Requests for Proposals for faculty

Objective 1.2. Provide faculty with examples of funded research from appropriate groups

Objective 1.3. Develop contacts at funding agencies

Objective 1.4. Communicate with funding agency

Objective 1.5. Attend any necessary meetings related to the RFP

Objective 1.6. Help with literature reviews as time permits

Objective 1.7. Apprise faculty of university research policies and procedures

Objective 1.8. Develop, publicize, and implement a process for getting a proposals developed and implemented

Objective 1.9. Develop timelines for faculty and staff to follow in preparing proposals

Objective 1.10. Help develop budgets

Objective 1.11. Provide regular and constructive critiques of draft proposals

Objective 1.12. Help revise language of draft proposals to support RFP

Objective 1.13. Get internal peer reviewers for proposals

Objective 1.14. Submit draft proposals to the Associate Dean for Graduate Education and Research and to the Office of Research

Objective 1.15. Work with faculty to make needed revisions

Objective 1.16. Coordinate the making of copies, getting signatures, etc., and the submission of the proposal to the Office of Research

Objective 1.17 Coordinate the revision and resubmission of proposals as necessary

Goal 8: Seek to insure that sponsored projects meet funding agency guidelines

Objective 1.1. Attend any necessary meetings with funded faculty

Objective 1.2. Oversee the development and submission of necessary reports and documents related to the grant

Objective 1.3. Work closely with the TTU Office of Research

Goal 9: Celebrate the funding of successful grant applications

Objective 1.1. Send notice of awards to the appropriate university offices

Objective 1.2. Post awards and feature the research on the web site

Objective 1.3. Send notice of awards to appropriate off-campus entities

Objective 1.4. Provide celebratory functions in house

Goal 10: Assess the activities of the Office of Grant Development

Objective 1.1. Survey all COE personnel to determine whether the Office of Grant Development meets their needs and if not, why not

Objective 1.2. Prepare an assessment document for grant-seeking faculty to determine how well the Office of Grant Development meets their needs

Objective 1.3. Prepare assessment documents for all workshops assessing their effectiveness for faculty and staff

Objective 1.4. Prepare an assessment document of the web site to determine if it meets the needs of the faculty and staff

Objective 1.5. Assess whether the number of proposals submitted in a given year have increased

Objective 1.6. Assess whether the amount of funding that has been generated each year has increased at least 5%

Goal 11: Evaluate the work of the Office of Development and make necessary changes based on assessment documentation

Objective 1.1. Make necessary adjustments based on assessment of the Office of Grant Development

Objective 1.2. Make necessary adjustments based on the assessment of grant-seeking faculty and staff so that needs can be better met
